| In each country, Netpia is
looking to secure a partner that can be the NLIA Local Operator for
the corresponding country. This will be the central organization that
is responsible for maintaining the Local Operation and NLIA databases.
All Native Language Internet Addresss in respective country have to be
registered through Local Operator. It is the Local Operator, along
with Netpia as their partner, which sets local prices, policies, standards,
etc. with the help of local public bodies, civil societies, etc. Netpia
will work closely with the Local Operator to provide business and
technical assistance |

| Within a country there can
be multiple authorized NLIA Registrars and NLIA Resellers by the corresponding
NLIA Local Operator. The NLIA Local Operator provide win-win partnership
models to these local registrars and resellers where they play very
important roles as distributing NLIA and creating NLIA infrastructures.
