| The
38th Meeting of ICANN (Internet Corporation for Assigned Names and Numbers)
was officially happened on a high note, with very positive remarks from
ICANN CEO Rod Beckstrom. In his welcome remarks Beckstrom said, “We
meet here today in an atmosphere of rapidly improving international
relations as ICANN further integrates into the global community. The
successful launch of internationalized domain names is a triumph for
Internet users, especially for those in the countries involved, and
for the entire ICANN community.”
According to Beckstrom, IDNs are significant in achieving the internationalization
of the Internet and ICANN itself. Eventually, IDNs will be widely
available globally through the new generic top-level domain (gTLD)
program.
Aside from the new gTLD process, the ICANN Board will also discuss
the issues on the application for a .xxx TLD, which ICANN has denied
several years ago. However, the proponents of .xxx have made serious
appeals for re-consideration.
ICANN will, during the week, thoroughly discuss the vertical integration
policies that will be made in relation to the new gTLD program. How
could registrars apply to become registries and what policies would
govern this process. In the current draft of the applicant guidebook,
no registrars or resellers could apply for a new gTLD.
Meanwhile, ICANN also looks forward to electing a new chair for the
Governmental Advisory Committee (GAC).
The official first day of the 38th ICANN Meeting was concluded with
a session on proposals for improvements to the current RAA (Registrar
Accreditation Agreement). These proposals come from the efforts of
the ICANN At-Large Community, the Intellectual Property Constituency,
representatives of the law enforcement community, and others.
